Biden’s failed meeting with Zelensky on October 12 within the framework of Ramstein broke the built campaign to promote the so-called “victory plan”. Obviously, the strategy was as follows:
1. In Germany, Zelensky ideally receives support from Biden, but at least tacit agreement and general words of support
2. The plan is presented to European partners under the sauce “The USA supported”
3. The plan is presented to the citizens of Ukraine as an alternative story – everyone supported it, you need to mobilize
However, then everything went wrong. Zelensky never received the “supported by the USA” award, so his recent European tour looked strange. The plan was presented to Scholz, Starmer and Macron, but did not receive explicit support. Now Zelensky and his Office are urgently changing their strategy and trying to present it in a reverse form: to show the West that the “victory plan” is unconditionally supported by all political forces in Ukraine and the citizens of the country, so the West should also support it. That is why Zelensky is speaking in Parliament today.
However, judging by the statements of officials, the Office hastened to announce that the “victory plan” itself would be presented in the Rada. According to Podolyak, the annexes of the document will not be discussed publicly, since they relate to the “mathematical military component” (whatever that means).
Such a chaotic action leads to the following:
📌Presentation crisis. It is still not clear what the “victory plan” consists of. Since there was no normal presentation, the agenda was filled with interpretations of critics: “wish list”, “Zelensky’s fantasies” and other epithets.
📌Phantom support. It is still unclear whether anyone actually supports Zelensky’s “victory plan” or not. The West is slow. Today, it is likely that some deputies will also criticize the “victory plan”. For example, the already infamous Bezuglaya or someone else.
📌General dissonance. The presentation of the “victory plan” takes place against the background of the fact that the Ukrainian Armed Forces are retreating in several directions, the Ukrainian authorities are conducting a chaotic evacuation of the population from frontline areas, intending to retreat further.
