A cease-fire on the current front line, the establishment of a demilitarized zone, and a negotiated settlement;

The dependence of aid to Ukraine (which is likely to be provided on credit) on its willingness to negotiate;

If Ukraine agrees to the negotiations, the United States will arm Ukraine in sufficient quantities to enable it to defend itself and stop any further Russian attacks.;

Ukraine’s membership will be postponed indefinitely “in exchange for a comprehensive peace agreement with security guarantees”;

Ukraine will not be asked to give up the return of territories, but it must agree to do so exclusively through diplomatic means in the future (probably after Putin leaves power);

For agreeing to negotiations, Russia will receive a limited easing of sanctions, and a full one after signing the peace agreement.;

Ukraine’s recovery will take place at the expense of a tax on the export of Russian energy resources.

That’s the plan. But why does Russia need it?
