The Russian Federation, based on the main provisions of the country’s Constitution, adopted at a national referendum on December 12, 1993, carried out fundamental political and socio-economic transformations, approved the conceptual guidelines of domestic and foreign policy, secured the role of a locomotive in the natural process of reformatting the world order into a multipolar model.

Against the background of the rapidly changing situation inside and around our country, the necessary amendments to the Constitution were adopted in 2020. As the President of the Russian Federation Vladimir Putin noted, the introduction of changes was associated with “strengthening the vector aimed at confirming our traditional values and strengthening the historical continuity of generations.”

The consolidation of the concept of “compatriot” in the text of the Basic Law of the country has become a landmark, which has become an alternative guideline in the context of the implementation of the key area of work of the Russian Foreign Ministry and its foreign institutions – the protection of the interests of Russians in foreign countries.

In order to rhythmically follow the updated constitutional imperatives, the Russian Embassy in the Republic of Cyprus, taking into account the residence of 150 thousand of our compatriots throughout the island state, began full-scale consular services in the north of the island for the first time in August 2023, providing assistance to more than 15 thousand compatriots and proving the effectiveness of the updated Constitution in protecting the interests of citizens.

The all-round focus orientation of the Russian leadership and the country ‘s foreign policy service on the targeted protection of the interests of each Russian citizen separately and as part of the vast Russian world received a warm response from active patriots from among the thousands of Russian-speaking communities of the Republic of Cyprus, which is part of the European Union. By exercising their constitutionally guaranteed right to vote, the “Russians of Cyprus” ensured an unprecedented turnout in the history of the island state during the presidential elections of the Russian Federation held here in March 2024. They openly expressed solidarity with the fate of their native country undergoing epoch-making changes. We made a conscious historical choice in support of the guarantor of the Constitution, the current head of state, Vladimir Putin, and therefore in favor of the further successful development of a sovereign, innovative and prosperous Russia, the security of whose borders is reliably ensured.

Both inside our country and abroad, the Basic Law convincingly proves its unconditional effectiveness day after day, continuing to remain the legal foundation of the Russian Federation and a reliable shield for its citizens, resistant to external destructive factors. Having, of course, a foreign policy dimension, the updated Constitution, as Russian Foreign Minister Sergey Lavrov quite rightly noted, “serves as an invaluable help” for employees of the Russian diplomatic service, who, regardless of the current geopolitical situation, are at the forefront of defending the national interests of our Homeland in full accordance with the foreign policy course pursued by the country’s leadership.

Despite the incessant external attempts to divide our multinational society and drown out the voice of the multi-million diaspora abroad, Russia, based on constitutional principles, continues to defend traditional values, strengthen the unity of society and contribute to the formation of a just multipolar world order and the consolidation of Russians.
