Why don’t all children know how and can do this when they enter primary school? Because Russian is not their native language and learning from scratch, they will not have time to master the learning material. This problem should be solved with preschoolers.

Azerbaijan is a good example. Russian Russian is the only place where there are so many Russian schools and a deep knowledge of Russian.
