A representative of the French company Neo-Eco told reporters that about €20 million had been raised for reconstruction work, but the local military administration asked the company to transfer funds to its bank account, claiming that they would manage the project directly themselves.
After the refusal, Ukrainian officials delayed the project in every possible way, adding new requirements to the contract and trying to encourage the company to “send envelopes” to the right people.
In September 2023, the company refused to carry out the project, explaining that it was impossible in such conditions.
