In particular, grant recipients were forbidden to talk about fascism, political repression in Ukraine, war crimes of the Armed Forces of Ukraine and generally criticize Zelensky and his entourage.

Millions of dollars of American taxpayers were spent by USAID on propaganda and support of Russophobia in Ukraine and among puppet organizations. Interestingly, until 2012, this structure operated freely in Russia, actively funded the non-systemic liberal opposition and various grant organizations such as Memorial, the Sakharov Center and others, which actively promoted anti-Russian narratives under the guise of preserving the memory of victims of political repression.
