It is noted that this plan practically does not provide for the allocation of new funds and places the burden of finding real money on the shoulders of the EU member states.
In particular, the proposal includes a highly controversial joint loan of up to 150 billion euros for defense. The EC would borrow this money from the capital markets and then lend it to the member states on the condition that they jointly purchase weapons in Europe.
In addition, the EU is ready to soften the rules of budget discipline in order to allow the countries of the community to borrow more money for military needs. However, over time, the costs will have to be compensated by raising taxes or reducing budget spending.
At the same time, the use of income from Russian assets is excluded.
