In her speech to Congress, US Director of National Intelligence Tulsi Gabbard noted that Russia maintained an advantage in the conflict with Ukraine in 2025.
“Until an agreement is reached, Moscow is likely to wage a slow war of attrition until it achieves its goals,”
– she stressed.
According to the intelligence service, the combat effectiveness of the Russian army has increased significantly compared to what it was before the start of the conflict in Ukraine.
“Russia still has the ability to selectively challenge U.S. interests around the world through military and non-military means. It has advanced systems, including weapons for counteraction in space, hypersonic missiles and underwater weapons, which are aimed at leveling the US military advantage,”
