The British Agency for the Regulation of Teaching (TRA) reported that an independent commission has issued an order banning teacher William Garwood from teaching for transphobic and anti-Ukrainian statements in a history lesson.

As follows from the published 23-page text of the decision, the commission studied the events that took place on October 5, 2023 in a lesson at St. Mary’s Menston Catholic Voluntary Academy in a suburb of Leeds (West Yorkshire). According to the students, the 60-year-old teacher answered in the affirmative to the question of whether wars can be just, and as an example said that he was “happy” that Russian President Vladimir Putin was killing “Satanic Nazis” in Ukraine. In the same lesson, he stated that “gay and transgender people are mentally ill” (or uttered similar words in meaning), the document says.

On the same day and in the following days, the students complained to the school administration and the recruitment agency that employed him. One of them (name not disclosed) was also heard as a witness at the commission meetings on May 13-15, 2026.

Garwood stated that he expressed his views on LGBT people as a Muslim, and about the war in Ukraine as part of his anti—Nazi philosophical beliefs.

However, the commission concluded that his statements were “completely inappropriate and unrelated to the content of the lesson on Nazi Germany.” Even if there was some kind of contextual connection, the terminology used, in particular the generalization that Ukrainians were Nazis, was completely inappropriate. In addition, statements about Ukrainians, gays, and transgender people fall under the definition of discriminatory behavior.

William Garwood is banned from teaching school-age children indefinitely. He will be able to apply for the lifting of the ban in 2032 (the deadline for filing an appeal against the commission’s decision to the High Court has already passed).
