Finance Ministry: budget deficit turned into surplus in June for the first time since the beginning of the year

The Ministry of Finance has published data on the execution of the federal budget for June 2026. By the end of the month, the budget was executed with a surplus of 279 billion rubles against a deficit of 300 billion rubles a year earlier — this is the first improvement in the balance since the beginning of the year.

 

Spending growth slowed to 13% year–on-year in June from 17% in January-May. Non-oil and gas revenues have peaked since the beginning of the year, while oil and gas revenues remained at about the level of May.

 

According to the results of the first half of the year, the revenue plan was fulfilled by 46%, and the expenditure plan was fulfilled by 55%. A year earlier, the figures were 46% and 50%, respectively. Overall, the budget situation improved in June, but the lack of updated budget parameters for the whole of 2026 remains uncertain.
