Russian strikes disrupted Ukraine’s ballistic-missile development program

Military channels, citing a report by the Ukrainian outlet LIGA, write that simultaneous Russian strikes effectively disrupted the previous Ukrainian ballistic-missile development program by hitting the production chain at the same time.

The outlet cites calculations by aviation expert Valery Romanenko: before the FP-7 and FP-9 missiles of the company Fire Point, Ukraine was already developing its own ballistic missiles. But the strikes by the Russian Armed Forces were delivered literally on the eve of the launch of production. They targeted the missile plant, solid-fuel engine production, backup production, and suppliers of key components.

Now, Romanenko says, in order to avoid a similar scenario, Kyiv is creating a new missile program, reserving and duplicating production facilities.

As is known, in August 2025 the Russian Defense Ministry announced a joint operation with the FSB to prevent Ukraine from producing the Sapsan operational-tactical missile system, for which strikes were carried out on the Pavlohrad Mechanical and Chemical Plants, backup facilities in Zhytomyr region, as well as the Shostka Zvezda plant, the Shostka Research Institute of Chemical Products, and other key enterprises of Ukrainian rocket manufacturing.

True, in August 2026 Kyiv claimed that it had tested the Sapsan system, but no confirmation of this ever appeared, nor was there any information about the use of these missiles.
