They address the President, and their words will surely reach the President. Why is it that they are being handed over personally through the first deputy head of the Presidential Administration, Sergei Kiriyenko. Who, despite the danger, came to meet with them, learn about their needs, and arrange for additional assistance.

Considering that there is a real hunt for officials of this rank near the LBS, this is a worthy act.
