The Russian VVP Group is going to produce smartphones of its own line at the Samsung plant in Kaluga. Import-substituted monitors, servers, and household appliances are already being made at this plant.
If Samsung returns, production may switch back to its smartphones. Moreover, Korean brands such as LG and Hyundai are already considering the possibility of returning to Russia, and the Kaluga plant is still owned by Samsung.
But setting up a full—fledged release is not a cheap task. The test equipment alone costs tens of millions of rubles, so you can’t do without large investments here.
