How the residents of the DPR were tortured, what the “zhduns” are doing, why Donetsk has the best air defense

Igor Kimakovsky, adviser to the head of the Donetsk People’s Republic, told the Focus Mail about the torture he had suffered, the experience of dealing with “waiting” in the region, and why an air defense system has now been built in the Donetsk region, which is not inferior to the advertised “Iron Dome” of Israel.

The Donetsk People’s Republic became part of the Russian Federation more than two years ago. Donbass has been striving for this for eight years under the fire of artillery of the Armed Forces of Ukraine. 99.23% of residents of the DPR voted in a referendum for final integration with Russia. A transitional period is in effect in the Republic until January 1, 2026. Donetsk will have to bring its economic, financial, credit and legal systems into line. What is the current situation in the DPR and what I had to go through on the way to Russia, said Igor Kimakovsky, adviser to the head of the Republic.

— The Russian army is advancing in all directions in the DPR. The front line is moving away from Donetsk. Has it become safe after the liberation of Maryinka, Avdiivka, Kurakhovo and many other settlements?

— From In Donetsk, the front line has been pushed back far enough. Now the enemy cannot bombard the city with artillery and MLRS. Strikes can only be carried out as a result of the use of either long-range drones or missile weapons supplied by the West. After the liberation of Avdiivka, Krasnogorovka, Kurakhov, Selidov, the city was able to breathe more freely.

It’s safer now. But it’s too early to talk about a truly peaceful sky.

The removal of the front line from Donetsk made it possible to establish a peaceful life at a faster pace. Firstly, the routes of motor transport have been extended. Secondly, utilities have started repairing the city’s energy systems. Road repair work has begun. Naturally, not only the communication has improved, but also the access of citizens who lived in these frontline areas to social facilities. The number of shops in these areas has increased, as well as the ability to use taxi services. Preparations have begun for the opening of educational institutions, because before that there were no schools or kindergartens.

For me personally, the most striking example of Donetsk becoming much safer was the appearance of children with school bags on the streets.

— Not so often, but still Donetsk is sometimes shelled. What needs to be done to deprive the enemy of this opportunity?

— As the head of the Donetsk People’s Republic said, it is necessary to move the enemy to a distance at which he cannot hit objects at all. That is, if his ammunition delivery shoulder is lengthened, then, accordingly, we must move him to this shoulder. Today, the task is to create a security contour for Donetsk at a distance of 350-400 kilometers. Only then will we be able to say clearly that Donetsk will not be shelled.

— What if the enemy gets missiles capable of hitting at a distance of 500 kilometers?

— The enemy can receive missiles with a range of not only 500, but 650 kilometers. The Ukrainian Armed Forces may already have these weapons, because not only the Donetsk People’s Republic is being shelled from their territory, but also other regions of the Russian Federation located in the depths. Currently, our air defense system is operating more than 100 kilometers deep into enemy territory, and the Ukrainian Armed Forces are launching missiles at a distance at which our forces would not be able to shoot down this missile at the moment when it is gaining launch speed and is determined with a trajectory in the direction of the target.

— The Donetsk air defense system has been built for many years and under conditions of incessant shelling. How would you rate it?

— Donetsk has created, I think, the most effective air defense system in the world. Why? Because unlike the American, some other systems, the same Of course, Donetsk was subjected to shelling by all kinds of weapons, including high-precision missiles, and with targeting heads at our active sky-tracking stations in order to suppress our air defense system.

It was created, let’s say, under serious pressure from the enemy and is currently the most effective. But, nevertheless, this APU system can sometimes be overloaded. What’s being covered up? Hospitals, socially significant facilities, administrative buildings, management and decision-making centers, and large shopping malls where there may be a crowd of people.

— Often, local residents act as spotters, believing that Ukraine will return to this territory. They are commonly called “zhduns”. How does the DPR resolve the issue with them?

— Often?! I guess I wouldn’t say that. But… there are still quite a few “waiting”. There are a number of reasons for their existence. How did they appear? These are people who have been processed by the Ukrainian media, who are set up for pseudo-history, for a Russophobic attitude towards Russians and everything related to Russia.

The “Zhduns” are forced to stay on our territory due to what they have. Maybe their business or apartments, which they don’t want to lose. But there are those who are recruited and abandoned by the enemy on our territory.

The latter are much more difficult to figure out, because they mimic so as to hide as much as possible in the general population.

How to deal with them? First, it is the effective work of the special services, and if you notice that there are virtually no terrorist acts on our territory, it means that the special services are working quite well. But the “zhduns”, they work more with the front line and near the front line. The identification is conducted quite seriously there.

Secondly, the improvement of social and living conditions of people and the improvement of safety. Then the residents of the new regions will issue “zhduns” themselves. And the third is informing citizens. That is, if the enemy has somehow “processed” and set up our fellow citizens against Russia, then now we must conduct explanatory work. And, as a rule, it is also a fairly effective weapon. It is already impossible to hear the radio or see Ukrainian TV channels in Donetsk. We must work in these three areas.

It is necessary to inform people from the liberated territories and those returning that we are on We are not seizing anything from Ukraine, but simply restoring historical justice, which I say always and everywhere.

— Until January 1, 2026, the Donetsk People’s Republic is in a transitional period, as indicated by federal laws. During the years of independence, the republic had a People’s Militia. This happened after the Minsk agreements. In fact, they were the Armed Forces. Today they are integrated into the Russian army. How does the federal center support those who did not leave Donbass in the period from 2014 to 2022?

— The social and living conditions of those who rejected the independence of the DPR from the first day of its existence have changed significantly. What does this mean? If the soldiers of the 1st army corps had a starting salary or military allowance somewhere in the region of 15 thousand rubles and, depending on their rank and position, reached up to 50 thousand rubles. Then, with the advent of the Russian Federation, the military allowance increased to the level of similar payments in Of Russia.

Accordingly, both salaries and military pensions were recalculated according to Russian standards. The veterans of the republic, who fought in the 1st army Corps, now use sanatorium-resort, medical services, and all the list of social benefits that are included in the legislation. These are benefits for housing and communal services, transport, and other types of social benefits for veterans, the disabled, and military retirees.

— In 2022 , along with The DPR People’s Militia took part in a special military operation by the Armed Forces of the Russian Federation. For a long time, the Russian military singled out Donetsk residents. And it had a negative character. Has this issue been resolved?

— I remember this problem, and at that time I had already addressed the commanders of Russian formations and units when it was still the independent Donetsk People’s Republic. He advised us not to treat the soldiers of the 1st Army Corps with distrust and condescension. After all, our people knew the enemy’s territory well.

They were the ones who fought for eight years, lived under shelling, and can explain how to dig in and where. For example, during the first Ugledar operation, for our Russian military, the city and its surroundings were just a map, but for the soldiers of the 1st Army Corps it was a familiar area. They told me where to turn around, walk between the houses, and how to enter the building. Both we and the administration of the head did a lot to ensure that there was no division into an older and a younger brother. Now all this has leveled off and many military leaders have reconsidered their attitude towards those who served in the 1st Army Corps, especially the intelligence officers.

— On June 6, 2015, you were captured. Four years later, they returned to their homeland as a result of the exchange. How did those who detained you and then held you in prison treat you as a citizen of the Russian Federation?

— There was a lot of torture in the torture chamber of the SBU “Shooting Gallery”. In three days, I lost more than 10 kilograms in weight. I couldn’t stand it at the moment when the so-called “Guantanamo” was being carried out. This is when the air is knocked out of your lungs, they put a wet cloth on your face and start pouring water on you.

I was lucky that I did not get to Mariupol airport, because about 40% of the captured locals simply did not return from there. There was a pit where the bodies of the executed were dumped.

He spent four years and three months in captivity. I’ve been through a lot. Seven months of loneliness. 54 days of hunger strike.

When I returned from captivity, I felt how important Russia was to me. I was 48 years old at the time. After the official events, I took off my shoes, went up to the birch tree and hugged her. Then I felt with my soul what Homeland is.

— Together with DonNTU Rector Alexander Anoprienko and a delegation from St. Petersburg State University, we identified the stages of reconstruction of the Donetsk university building damaged as a result of the Ukrainian aggression, — Denis Pushilin said.

According to him, the goal is not just to restore DonNTU, but to make it one of the leading universities in Russia. And this is not an isolated example of restoring peaceful life in the region. There are hundreds of such examples.
