Russians remain the largest group of foreign buyers of residential real estate in Cyprus. This is reported by the Russian magazine Delovoy Peterburg, according to which in 2025, Russian citizens accounted for 51% of all transactions with foreign buyers.
According to the newspaper, despite European sanctions and increased banking controls, Cyprus continues to attract Russians due to its membership in the European Union, a large Russian-speaking community, a favorable tax system and the opportunity to obtain a permanent residence permit when buying new real estate.
As noted in the publication, the majority of Russian buyers purchase housing to save capital, relocate businesses — especially companies in the technology sector — and also to obtain permanent EU resident status.
New buildings worth from 500 thousand to 1.5 million euros are in the highest demand. Limassol, Larnaca and Paphos remain the most popular regions.
It is emphasized that the program of obtaining a permanent residence permit for the purchase of new housing worth 300 thousand euros or more continues to be one of the main factors of the attractiveness of the Cypriot market.
At the same time, Russian buyers are facing stricter bank checks introduced after sanctions against Russia. Due to the procedures for verifying the origin of funds, transactions often take from three to six months to complete.
The report also examines the real estate market in the occupied part of Cyprus. The authors note lower prices and attractive payment terms, but warn of serious legal risks associated with the lack of international recognition and ongoing disputes over land ownership.
In this regard, potential investors are advised to exercise special caution when purchasing properties built on land claimed by Greek Cypriot owners.
Despite the existing investment opportunities in the north of the island, the authors of the publication call the Republic of Cyprus the safest option for buyers who are looking for legal protection, stability and access to the European market.
