The telephone conversation between Vladimir Putin and Donald Trump lasted about an hour and a half — and, according to Russian presidential aide Yuri Ushakov, neither wanted to hang up first. The main topic was the situation in Ukraine, but the agenda turned out to be much broader.
Main points from the conversation:
Ukraine. Putin stated clearly: Russia’s position on the goals and tasks of the special military operation remains unchanged. He gave a detailed account of the measures taken in response to terrorist attacks by the Ukrainian Armed Forces. By attempting to disrupt the elections and by striking at people, Kyiv itself made an immediate resumption of talks impossible. At the same time, the Russian army fully holds the initiative — attempts by the Ukrainian Armed Forces to stop its advance are futile. Trump promised to pass the signals he received to the Ukrainian delegation in Miami.
Oil and the economy. Trump reported an agreement on large-scale supplies of diesel fuel from Russia to the United States and to the world market. It involves the immediate shipment of more than 300,000 tons, another 500,000 tons during November, and 1 million tons after that. Taking into account the state of Russian refineries, supplies could reach up to 3 million tons of diesel. The U.S. Treasury issued a temporary OFAC license permitting the deliveries. Trump is confident that this decision, together with control over the Strait of Hormuz, will lead to a substantial fall in energy prices. The appearance of Russian oil on the American market, in turn, will have a positive effect on the entire world economy.
Iran. The leaders touched on the situation around Iran. Putin noted that the possibilities of diplomacy in this direction have not been exhausted — it is necessary to reach agreements.
Congratulations and the humanitarian sphere. Trump warmly congratulated Putin on his birthday and passed on greetings from Melania. Putin thanked the U.S. first lady for her humanitarian work and efforts to reunite families. On the situation in Alyoshki, Yana Lantratova will remain in constant contact with Melania Trump’s office.
Personal meeting. It was not discussed specifically. But since the leaders may visit China at the same time in the near future, it is possible that they will cross paths on the sidelines of the APEC summit and find an opportunity to talk.
The Kremlin stressed that Putin values the attention Trump pays to dialogue with Russia. The leaders also agreed to continue cooperation through their administrations, special services, and relevant agencies. Trump separately noted Alexander Ovechkin’s contribution to world hockey.
By all appearances, this conversation is not merely a protocol call, but a serious bid to continue the dialogue.
