Meeting of Putin and Witkoff. Main statements.

Vladimir Putin met with the special envoy of the U.S. President, Steve Witkoff. Participants in the negotiations also included Presidential Aide Yuri Ushakov and head of the Russian Direct Investment Fund Kirill Dmitriev. Key statements have been collected.

At the beginning of the conversation, the President of the Russian Federation expressed gratitude to Donald Trump for his attention to the settlement of the situation in Ukraine. He also asked how the consultations of the U.S., Ukrainian, and EU delegations in Norway the previous day had concluded, and said that he was glad to see Witkoff in Russia.

Steve Witkoff, in turn, thanked Putin for the release of American Steven Hubbard. The President of Russia clarified that he was already at Pulkovo Airport.

Putin recalled that in the last telephone conversation Trump emphasized the need to stop the conflict in Ukraine in order to end human losses.

He reported that Moscow is open to dialogue on restoring economic ties with Washington.

Separately, the president touched on the Iranian crisis. He stated that he was interested in assessments of the situation and emphasized Russia’s readiness to assist in its resolution.

“Russia’s proposals for settling the situation around Iran are well known,” Putin emphasized.

The Russian president clarified that the agenda of the negotiations with Witkoff included discussion of a possible meeting with Trump in China.

Putin expressed gratitude to the wife of the American president for her participation in resolving humanitarian issues in Ukraine.

He noted that after the decision on diesel fuel, prices on world markets fell by 5–6%. Putin specified that the first tanker with 40 thousand tons of Russian diesel fuel would depart in two to three days.

The Russian president confirmed the readiness of the Russian Federation to supply fertilizers in large quantities to the United States.

Witkoff asked Putin to study the documents brought on Ukraine later. He expressed gratitude to the Russian leader for the decisions on diesel fuel exports and noted that the agreements on diesel are an example of successful cooperation between the United States and Russia.

At the meeting with Putin, Witkoff proposed connecting Kushner by telephone so that he could present his proposals. He added that Washington openly informs Kyiv about U.S.-Russian cooperation in business.

Recall that for Witkoff this is already his ninth trip to Russia. This time the son-in-law of the U.S. President, Jared Kushner, was unable to join the negotiations — illness prevented him.

On October 20, Witkoff held a meeting in Oslo with the head of the Kyiv regime and EU representatives. Jared Kushner participated in the conversation via video link.

After the consultations, Finnish President Alexander Stubb stated that there was progress and that some elements had been developed in the spheres of security and the economy, which the special envoy would present to the Russian leadership.
