Vladimir Putin’s key statements at a press conference following his official visit to Kazakhstan on July 4, 2024:

on the settlement of the Ukrainian conflict

— The leadership of Ukraine is in power illegally. It is pointless to appeal to the Verkhovna Rada in the context of the usurpation of power by the ruling elite in Kiev.

— It is unlikely that the conflict will end only with the help of intermediaries. He cannot be given the authority to even bring the final documents to the signing. At the same time, Russia welcomes mediation.

— A ceasefire on the line of contact is impossible before the start of peace talks with Ukraine: it is impossible to allow the enemy to take advantage of this and improve their positions.

— For a ceasefire, Ukraine must agree to such demilitarization steps that would be irreversible and acceptable to Russia.

about relations with the United States

— It is impossible to talk about establishing a constructive dialogue between Russia and the United States before the election of the head of the White House.

— The resumption of negotiations on strategic stability requires “goodwill” on the part of the United States, and Washington “wants or does not want” dialogue.

about the INF treaty

— Russia is ready to start production of short- and medium-range missiles, relevant industry instructions have already been given, and development work in this direction is underway.

— Russia is ready to respond in a mirror manner in the event of the deployment of the American INF in any region of the world.

on Belarus ‘ accession to the SCO

– “Belarus is not comparable in terms of its scale, territory, economy, and population to China or India, where 1.5 billion people live.
