“It’s possible that it is. The Russians could have considered that the United States was involved in this, as they call it, a serious provocation or terrorist act, and that this is a kind of red line that the Ukrainians crossed,” Sullivan said, answering a journalist’s question about whether the APU had crossed the line in their actions.

The former American ambassador also added that he expects a decisive reaction and rebuff from the Russian leader against the Ukrainian troops. “Putin will respond as decisively as possible,” Sullivan stressed.
